Approval for a $1 billion Western Sydney residential masterplan featuring nine high-rise towers, ranging from eight to 26-storeys, has been fast-tracked by the New South Wales government.
Development giant Mulpha will now move ahead with the first stage of a broader $3 billion transformation of one of Sydney’s largest business parks in Norwest, set to include new apartments, retail spaces and commercial towers.
The approval comes as part of the NSW government’s latest tranche of fast-tracked projects, aimed at stimulating construction and assisting in a state-wide economic recovery.
Mulpha, which has held interests in Norwest for more than two decades, plans to divide its 377-hectare masterplanned site into three new areas.
The first, The Greens, will be built on three hectares of landscaped parkland and will include a new residential town centre.
The project will deliver a total of 864 residential apartments, located at 40 Solent Circuit, with Mulpha planning for 200 apartments initially.
The new precinct will be located within 500 metres of the new Norwest Metro Station.
The Greens will include more than 6,000sq m of commercial space, cafes, restaurants, a gym, medical services and childcare centres.
It will also include a public plaza, amphitheatre and a performing arts stage as part of the development.
Mulpha general manager Tim Spencer said the shovel-ready project would lead to a world-class innovation, lifestyle and economic hub, encompassing all the features of a “smart city”.
The Norwest Business Park currently houses 6,000 residents and 800 businesses, as well as the headquarters of Hillsong Church.
Mulpha’s further plans at Norwest beyond The Greens include a new retail centre to provide 1,000 apartments and 110,000sq m of retail space and a 400,000sq m of commercial, retail, health and retirement precinct known as The Valley.
The Malaysian-backed developer also has plans for a university building—The Librarium—set to comprise a district library, innovation incubation hub, university campus and a rooftop area for the broader community.
The developer is also planning to revitalise Norwest’s network of walkways, cycleways and other local infrastructure, contributing $20.74 million.
